Atlantic Renewable's management team has extensive experience in many aspects of the global power industry, especially in the financing, development and construction of renewable energy projects. Over the last ten years Atlantic Renewable's principals have been involved in the successful development, construction and operation of more than 800 MW capacity of wind and other renewable energy projects. 

Atlantic Renewable's management team has put together strong project development teams that include the industry's leading independent meteorological, permitting and engineering consultants in combination with local expertise.

In addition, once the project is more defined Atlantic Renewable will bring in a strongly-capitalized co-development partner and possibly ultimate owner of the project. Atlantic Renewable's capability to bring in such a partner is evidenced by the following cooperation structures that Atlantic Renewable set up over the last three years.

 

PG&E National Energy Group : PG&E entered into a co-development agreement with Atlantic Renewable for the Madison-New York wind project and became the ultimate owner. PG&E is the unregulated subsidiary of Pacific Gas & Electric, one of the largest electrical utility companies within the US.

  Zilkha Renewable Energy : Atlantic Renewable entered into a co-development agreement with Zilkha Renewable Energy for selected Pennsylvania and New York projects. So far, Atlantic Renewable and Zilkha Renewable have successfully developed the Meyersdale, Mill Run and Somerset projects in Pennsylvania. In addition, Atlantic Renewable and Zilkha Renewable Energy have set up East Coast Windpower Services LLC, an independent service provider for the windpower industry on the east coast. Zilkha Renewable Energy is owned by the Houston-based Zilkha family, who are currently the largest private shareholder (7%) in El Paso Gas & Electric.
 

CHI Energy : CHI entered into a co-development agreement with Atlantic Renewable for the Fenner-New York wind project and became the ultimate owner. CHI Energy is a subsidiary of ERGA, the largest renewable energy company in the world. ERGA is a subsidiary of ENEL, an Italian Utility Company that has in Europe an installed capacity base in excess of 50,000 MW.

 

FPL Energy : Over the last two years, subsidiaries of FPL Energy have acquired the Backbone Mountain (renamed Mountaineer Wind Energy Center), Meyersdale, Mill Run, and Somerset projects from Atlantic Renewable (and its partners) and currently own and operate these projects. FPL Energy is a subsidiary of the Florida Power & Light Group, a utility company with an installed capacity base in excess of 20,000 MW. FPL is the largest owner and operator of wind projects worldwide.

Biographies of Atlantic Renewable's management team

Theo J. de Wolff – Principal

Mr. de Wolff is responsible for all commercial and financial matters within Atlantic Renewable. Theo is working out of Atlantic Renewable's Richmond - Virginia office.

Prior to starting Atlantic Renewable Theo worked in the wind energy business for more than ten years. Theo spearheaded the initial development of the 42 MW Cerro Gordo project in Iowa, completed in May, 1999 and now owned by a subsidiary of Florida Power & Light. In addition, Theo was instrumental in the development and construction of more than 200 MW of wind projects in California, Texas and Minnesota completed over the last two years. Earlier, Theo worked on the development, financing and construction of several wind projects in Asia, Central America and northern Europe.

Theo was educated in the Netherlands, with degrees in engineering and business management, and has a background in construction management. He lives in Richmond, Virginia with his wife and two sons.

William ("Bill") M. Moore - Principal

Bill Moore is responsible for Atlantic Renewable's projects in New York. In addition, Bill is responsible for all real estate and project financing aspects of Atlantic Renewable's projects. Bill is working out of Atlantic Renewable's Maryland office.

Prior to starting Atlantic Renewable Bill Moore spent two years developing wind energy projects for EnergyWorks. (EnergyWorks is a Maryland-based development company established earlier as a joint venture between PacifiCorp and Bechtel, the California-based construction company, one of the largest privately-owned builders in the world.) Bill co-managed the development of, and also led the simultaneous financing and sale of, the 24 MW Tierras Morenas wind project, and also co-managed the development of, and co-arranged the financing for, the 6.4 MW AeroEnergia project (both projects are located in Costa Rica).

Prior to his assignment with EnergyWorks, Bill financed conventional power plants in Pennsylvania, New York and Massachusetts for one of the leading independent power project developers in the country—U.S. Generating Co (now known as PG&E Generating, owned by Pacific, Gas & Electric, the large California utility).

Earlier Bill worked on utility and independent power project financings for an NYC-based investment bank, and did utility regulatory work for the Massachusetts Energy Office. He has a B.A., cum laude, in economics as well as a MBA from Yale University, and lives on a small farmstead in rural Maryland where he is renovating an old farmhouse.

Samuel E. Enfield – Vice President of Development

Mr. Enfield is responsible for Atlantic Renewable's projects in the Mid-Atlantic region. Sam is responsible for all permitting and regulatory issues for Atlantic Renewable's projects. Sam is working out of Atlantic Renewable's Maryland office.

Sam Enfield has been working in the US renewable energy industry for more than 15 years, most recently for FPL Energy (unregulated subsidiary of Florida Power & Light Group) who installed more than 280 MW of wind turbines during 1998 and 1999. At FPL, Sam was responsible for the permitting and regulatory aspects of their wind projects. Prior to FPL, Sam worked as an independent consultant in the wind industry; headed up the Northwest development activities of New World Power Corporation; was the project manager of the CARES wind project in Washington State. He has a B.A. from Duke University and a MBA from Yale University.

Sam is currently also serving on the board of directors the American Wind Energy Association (“AWEA”) and has recently been elected as president of AWEA for the 2004/2005 term.  

Scott McDonald – Project Director

Scott McDonald is responsible for all wind resource assessment, project design and engineering aspects of Atlantic Renewable's projects. Scott is working out of Atlantic Renewable's New York office.

Scott has been in the renewable energy field for ten years, most recently as a project engineer with AWS Scientific, Inc., a recognized leader in the renewable energy field. At AWS, Scott managed two nationally recognized DOE/NREL sponsored wind resource assessment programs, the Utility Wind Resource Assessment Program (UWRAP) and CONFRRM (Coooerative Networks for Renewable Resource Measurements), as well as an extensive monitoring network for Niagara Mohawk Power Company. Scott is a co-author of the Wind Resource Assessment Handbook , published by NREL, has presented technical papers at three AWEA national conferences, and is a trained "windsmith".

He has had a lead role in the design and optimization of numerous 50+ MW wind plants in the U.S. using WAsP and WindFarmer, industry recognized wind resource characterization  and wind plant development software. Scott has a B.S. in mechanical engineering from the State University of New York at Buffalo and a B.A. in environmental science from Marist College.

Gary Verkleeren – Project Director

Gary is responsible for all project engineering and construction aspects of Atlantic Renewable's projects in the Mid Atlantic region.  Gary also assists with various development tasks including wind resource assessment, site selection, permitting, and community acceptance.   

Prior to joining Atlantic Renewable, Gary worked for Zilkha Renewable Energy and served as construction manager for the Mill Run and Somerset Wind Projects that were developed together with Atlantic Renewable.  After commercial operation commenced, Gary assumed the role of Operations manager at both facilities, a position in which he held for nearly two years.  Since joining Atlantic Renewable, Gary has primarily been involved with development, engineering, and permitting responsibilities for the 30 MW Meyersdale Wind project located in Somerset County, Pennsylvania.

As a consulting engineer, Gary gained design engineering experience on earthen dams, bridges, and structure foundations.  He has extensive experience in geotechnical engineering and has held project management positions for several large commercial and industrial construction projects in the Mid Atlantic region.  Gary served in the U.S. Marine Corps at duty stations in Camp LeJeune, North Carolina and 29 Palms, California before receiving a BS in civil engineering from Penn State University. 

Elizabeth D. de Wolff - Controller

Lisa de Wolff is responsible for Atlantic Renewable's financial administration. Lisa is working out of Atlantic Renewable's Richmond - Virginia office. Lisa has been involved in the US wind industry for the last ten years. She has a B.A. in economics from American University.
